1. ОБЩИЕ ПОЛОЖЕНИЯ

1.1. Научно-технический журнал “Вестник ГГНТУ. Технические науки” (далее Журнал) – периодическое рецензируемое научное издание, публикующее на русском и/или английском языках оригинальные статьи, обзоры, сообщения о научных мероприятиях и другую научную информацию по широкому кругу естественных и технических наук. Издание основано в ФГБОУ ВО «Грозненский государственный нефтяной технический университет имени академика М.Д. Миллионщикова» в 2001 году. Журнал является рецензируемым изданием с периодичностью выпуска 4 раза в год и входит в перечень Вак (с 15.02.2022) и Ринц.
1.2. Цель издания – распространение информации о новых научных результатах, обсуждение актуальных вопросов естественных и технических наук, информирование научного сообщества о событиях в мире науки.
1.3. Учредитель Журнала: Федеральное государственное бюджетное образовательное учреждение высшего образования «Грозненский государственный нефтяной технический университет имени академика М.Д. Миллионщикова» (далее ГГНТУ).
1.4. В своей деятельности Журнал руководствуется законодательством Российской Федерации, международным законодательством, договорами и соглашениями об авторских правах и правах на объекты интеллектуальной собственности, Уставом и настоящим Положением.
1.5. Издание Журнала финансируется за счёт средств учредителя, а также средств, получаемых от реализации Журнала по подписке (в печатной и электронной форме) и в розницу.
1.6. Плата за публикацию в Журнале не взимается.
1.7. Авторский гонорар за публикацию статей в Журнале не выплачивается.

2. ТЕМАТИКА ЖУРНАЛА

2.1. Журнал публикует авторские статьи, содержащие результаты современных экспериментальных и теоретических исследований и научные обзоры по следующим направлениям: 2.1.1. Строительные конструкции, здания и сооружения (технические науки),

2.2. Публикуемые информационные материалы включают:

  • • хронику научных событий;
  • • рецензии;
  • • краткие сообщения о премиях, юбилеях, некрологи;
  • • объявления о конкурсах на замещение вакантных должностей в научных институтах;
  • • объявления о конкурсах на гранты научных фондов;
  • • иная информация, связанная с деятельностью вузов и научных учреждений.

2.3. Журнал не публикует:

  • • материалы, не соответствующие тематике журнала;
  • • авторские материалы, опубликованные ранее в других изданиях;
  • • статьи, не содержащие новой информации и результатов;
  • • статьи, содержащие фактические, метрологические, математические или иные ошибки, которые не могут быть исправлены;
  • • статьи, содержащие утверждения и гипотезы, противоречащие установленным научным фактам;
  • • литературно-художественные и публицистические произведения;
  • • материалы, содержащие сведения, составляющие государственную, служебную либо коммерческую тайну, в соответствии с законодательством Российской Федерации и ведомственными нормативными актами, договорами и т.д.

2.4. Выпуски (номера) Журнала могут формироваться из статей разной тематики или быть тематическими, посвященными одному направлению научных исследований, симпозиумам, конференциям и т.п., а также юбилеям организаций и отдельных учёных.

3. УПРАВЛЕНИЕ ЖУРНАЛОМ

3.1. Общее управление Журналом, включая определение редакционной политики, периодичности и объёма отдельных выпусков, отбор материалов, организацию их рецензирования и утверждения в печать, а также все текущие вопросы осуществляет Редакционная коллегия Журнала (далее Редколлегия), возглавляемая Главным редактором.
3.2. Редколлегия формируется из числа ведущих отечественных и зарубежных учёных, работающих по основным направлениям тематики Журнала. Персональный состав Редколлегии утверждается главным редактором Журнала.
3.3. Главный редактор Журнала должен быть ведущим учёным, известным в научном сообществе; кандидатура Главного редактора утверждается Ученым Советом ГГНТУ.
3.4. По представлению Главного редактора на заседании Редколлегии избираются Заместитель главного редактора, Ответственный секретарь Редколлегии, а также при необходимости ответственные редакторы по тематическим направлениям.
3.5. Заседание Редколлегии считается правомочным, если на нём присутствует не менее половины членов Редколлегии. Все решения Редколлегии принимаются простым большинством голосов. В случае если голоса членов Редколлегии разделились поровну, решение принимает Главный редактор. Заседания редколлегии могут проводиться в формате телеконференций. По отдельным вопросам решения могут приниматься путем опроса членов Редколлегии, в том числе через Интернет.
3.6. К исключительной компетенции Редколлегии относится утверждение в печать авторских материалов, перечисленных в п. 2.1 настоящего Положения. Решение о публикации или отклонении авторских материалов принимается Редколлегией на основании рассмотрения результатов обязательного рецензирования. Никакие авторские материалы, включая публикуемые в разделе “Дискуссия”, не могут быть опубликованы без предварительного рецензирования и без решения Редколлегии. Во всех случаях решение Редколлегии является окончательным.
3.7. Правила рецензирования и рассмотрения материалов определяются “Правилами представления, рассмотрения, рецензирования и публикации авторских материалов в Журнале”, утверждаемыми Редколлегией Журнала и опубликованными на сайте Журнала.
3.8. Главный редактор выносит решение о принятии к рассмотрению материалов, перечисленных в п. 2.1, 2.2, назначая для каждой поступившей статьи ответственного за ее рассмотрение члена Редколлегии.
3.9. Окончательное содержание каждого выпуска Журнала утверждается и подписывается в печать Главным редактором или его заместителем.
3.10. Ответственный секретарь организует работу Редколлегии, готовит материалы к заседаниям Редколлегии, ведет сайт Журнала на русском и английском языках, обеспечивает взаимодействие с реферативными базами данных.
3.11. Взаимодействие с авторами и рецензентами, ведение архива Журнала возлагается на заведующую редакцией Журнала.

4. ЭТИЧЕСКИЕ НОРМЫ

Главный редактор, члены редколлегии, авторы и рецензенты должны неукоснительно следовать этическим нормам, главные из которых состоят в следующем.

4.1. Главный редактор и члены Редколлегии обязаны:

  • • обеспечивать непредвзятое и объективное рассмотрение поступающих статей независимо от места работы и проживания авторов, их религиозной, этнической и политической принадлежности;
  • • с уважением относиться к научным воззрениям авторов, никому (за исключением потенциальных рецензентов) не раскрывая информацию о статьях, поступивших в Журнал на рассмотрение;
  • • подбирать рецензентов из числа квалифицированных специалистов в области науки, к которой относится поступившая статья, и не разглашать имена рецензентов;
  • • при выборе рецензентов избегать известных или возможных конфликтов интересов, которые могут привести к необъективному рассмотрению статьи; не допускать, в частности, рецензирования рукописи соавторами по недавно опубликованным научным работам, коллегами по работе, лицами, административно подчиненными одному из соавторов, учеными, которые являются или недавно были научными руководителями одного из соавторов;
  • • не использовать в своей работе данные, результаты или их интерпретацию, содержащиеся в представленных к печати статьях без согласия на это авторов;
  • • при получении обоснованных доказательств публикации в Журнале ошибочных данных, результатов или их интерпретации информировать об этом читателей, внеся при возможности соответствующую правку.

4.2. Рецензенты, соглашаясь на рецензирование статьи:

  • • берут на себя обязательство рассмотреть ее непредвзято и объективно, дать ее оценку с учетом новизны и достоверности представленных данных и результатов, а также соответствия статьи современному мировому уровню и тематике Журнала;
  • • должны сообщать о выявленном плагиате, повторной публикации одних и тех же;
  • • обязаны немедленно отказаться от рецензирования работы при наличии конфликта интересов или при обнаружении таковых в процессе рецензирования;
  • • не могут использовать в своей работе данные, результаты или их интерпретацию из рецензируемой статьи, если на это не получено согласие авторов;
  • • не должны раскрывать информацию о статьях, поступивших в Журнал на рассмотрение.

4.3. Авторы обязаны руководствоваться следующими принципами:

  • • нести полную ответственность за достоверность представляемых материалов;
  • • не допускать плагиата, одновременной подачи или повторной публикации одних и тех же материалов;
  • • включать в статью ссылки на предшествующие работы, базы данных и другие источники использованной информации, указывать источники финансовой поддержки исследований;
  • • включать в число авторов всех, кто внес достаточный вклад в публикуемое исследование, и не включать в число авторов лиц, не принимавших участие в работах, представляемых к публикации;
  • • своевременно, корректно и по существу отвечать на отзывы рецензентов, замечания и рекомендации, возникающие на этапе редактирования текста и подготовки графических материалов;
  • • информировать Журнал об обнаружении ошибок в представленных или опубликованных материалах, при возможности внося коррективы в работу.

5. ОТВЕТСТВЕННОСТЬ

5.1. Авторы материалов, публикуемых в журнале, несут всю полноту ответственности за соблюдение законодательства в области защиты авторских прав, охраны служебной и коммерческой тайны, за публикацию материалов, защищенных договорами, контрактами или иными юридическими документами, а также патентами и лицензиями. Передавая рукопись в Журнал, авторы подтверждают, что статья не была целиком или частично опубликована ранее и не передана для публикации в другой журнал.
5.2. При передаче статьи в Редколлегию авторы должны представить подписанный всеми авторами один экземпляр Договора о передаче авторского права издателю на издание статьи на языке оригинала (русском или английском), соглашаясь при этом на публикацию на веб-сайте Журнала английской и русской версии абстракта статьи и списка литературы, а по истечении 6 месяцев с даты публикации полнотекстовой версии статьи на языке оригинала.
5.3. В случае предъявления к Журналу третьими лицами претензий, связанных с нарушением законодательства Российской Федерации и/или с нарушением прав на объекты интеллектуальной собственности, материальную и юридическую ответственность несут авторы в части, определённой п. 5.1. настоящего Положения.
5.4. Ответственность, связанную с реализацией Журнала через агентства по подписке (включая электронную) и распространением Журнала на договорной основе, несут эти агентства и редакция журнала в частях, определяемых соответствующими договорами.

1. GENERAL INFORMATION

1.1. Scientific and technical journal “Herald of GSTOU. Technical Sciences (hereinafter referred to as the Journal) is a periodical peer-reviewed scientific publication that publishes in Russian and/or English original articles, reviews, reports on scientific events and other scientific information on a wide range of natural and technical sciences. The publication was founded in Grozny State Oil Technical University named after academician M.D. Millionshchikov" in 2001. The journal is a peer-reviewed publication with a frequency of release 4 times a year and is included in the list of All-Russian certification commission (since February 15, 2022) and RSCI.
1.2. The purpose of the publication is to disseminate information about new scientific results, discuss topical issues in the natural and technical sciences, and inform the scientific community about events in the world of science.
1.3. Journal Founder: Federal State Budgetary Educational Institution of Higher Education “Grozny State Oil Technical University named after academician M.D. Millionshchikov" (hereinafter referred to as GGNTU).
1.4. In its activities, the Journal is guided by the legislation of the Russian Federation, international legislation, treaties and agreements on copyright and intellectual property rights, the Charter and these Regulations.
1.5. The publication of the Journal is financed at the expense of the founder, as well as funds received from the sale of the Journal by subscription (in print and electronic form) and at retail.
1.6. There is no fee for publication in the Journal.
1.7. The author's fee for the publication of articles in the Journal is not paid.

2. SUBJECT OF THE JOURNAL

2.1. The journal publishes author's articles containing the results of modern experimental and theoretical research and scientific reviews in the following areas:

2.2. Published information materials include:

  • • chronicle of scientific events;
  • • reviews;
  • • short messages about awards, anniversaries, obituaries;
  • • announcements of competitions for filling vacancies in scientific institutes;
  • • announcements of competitions for grants from scientific foundations;
  • • other information related to the activities of universities and scientific institutions

2.3. The journal does not publish:

  • • materials that do not correspond to the subject of the journal;
  • • author's materials published earlier in other editions;
  • • articles that do not contain new information and results;
  • • articles containing factual, metrological, mathematical or other errors that cannot be corrected;
  • • articles containing statements and hypotheses that contradict established scientific facts;
  • • literary and artistic and journalistic works;
  • • materials containing information constituting a state, official or commercial secret, in accordance with the legislation of the Russian Federation and departmental regulations, agreements, etc.;

2.4. Issues (issues) of the Journal can be formed from articles on different topics or be thematic, dedicated to one area of scientific research, symposiums, conferences, etc., as well as anniversaries of organizations and individual scientists.

3. JOURNAL MANAGEMENT

3.1. The general management of the Journal, including the determination of the editorial policy, the frequency and volume of individual issues, the selection of materials, the organization of their review and approval for publication, as well as all current issues, is carried out by the Editorial Board of the Journal (hereinafter referred to as the Editorial Board), headed by the Editor-in-Chief.
3.2. The editorial board is formed from among the leading domestic and foreign scientists working in the main areas of the Journal's topics. The staff of the Editorial Board is approved by the Editor-in-Chief of the Journal.
3.3. The Editor-in-Chief of the Journal must be a leading scientist known in the scientific community; the candidacy of the Editor-in-Chief is approved by the Academic Council of GGNTU.
3.4. On the recommendation of the Editor-in-Chief, at the meeting of the Editorial Board, the Deputy Editor-in-Chief, Executive Secretary of the Editorial Board, and also, if necessary, executive editors in thematic areas are elected.
3.5. A meeting of the Editorial Board is considered competent if at least half of the members of the Editorial Board are present. All decisions of the Editorial Board are taken by a simple majority of votes. If the votes of the members of the Editorial Board are equally divided, the decision is made by the Editor-in-Chief. Meetings of the editorial board can be held in the format of teleconferences. On certain issues, decisions can be made by polling the members of the Editorial Board, including via the Internet.
3.6. The exclusive competence of the Editorial Board includes approval for publication of copyright materials listed in clause 2.1 of these Regulations. The decision to publish or reject copyright materials is made by the Editorial Board based on the consideration of the results of mandatory review. No author's materials, including those published in the "Discussion" section, can be published without preliminary review and without the decision of the Editorial Board. In all cases, the decision of the Editorial Board is final.
3.7. The rules for reviewing and reviewing materials are determined by the "Rules for the submission, review, review and publication of copyright materials in the Journal", approved by the Editorial Board of the Journal and published on the Journal's website.
3.8. The editor-in-chief makes a decision on accepting for consideration the materials listed in paragraphs 2.1, 2.2, appointing for each received article a member of the Editorial Board responsible for its consideration.
3.9. The final content of each issue of the Journal is approved and signed for publication by the Chief Editor or his deputy.
3.10. The Executive Secretary organizes the work of the Editorial Board, prepares materials for the meetings of the Editorial Board, maintains the Journal's website in Russian and English, and ensures interaction with abstract databases.
3.11. Interaction with authors and reviewers, maintaining the archive of the Journal is assigned to the head of the editorial office of the Journal.

4. ETHICAL STANDARDS

The editor-in-chief, members of the editorial board, authors and reviewers must strictly follow ethical standards, the main of which are as follows.

4.1. The Editor-in-Chief and members of the Editorial Board are required to:

  • • ensure an unbiased and objective review of incoming articles, regardless of the place of work and residence of the authors, their religious, ethnic and political affiliation;
  • • respect the scientific views of the authors, not disclosing to anyone (except for potential reviewers) information about the articles submitted to the Journal for consideration;
  • • to select reviewers from among qualified specialists in the field of science to which the received article belongs, and not to disclose the names of reviewers;
  • • when choosing reviewers, avoid known or possible conflicts of interest that may lead to biased consideration of the article; not to allow, in particular, reviewing of the manuscript by co-authors of recently published scientific papers, colleagues at work, persons administratively subordinate to one of the co-authors, scientists who are or have recently been supervisors of one of the co-authors;
  • • not to use in their work the data, results or their interpretation contained in the articles submitted for publication without the consent of the authors;
  • • upon receipt of substantiated evidence of the publication in the Journal of erroneous data, results or their interpretation, inform readers about this, making appropriate corrections if possible.

4.2. Reviewers, agreeing to review the article:

  • • undertake to consider it impartially and objectively, to evaluate it taking into account the novelty and reliability of the data and results presented, as well as the correspondence of the article to the modern world level and the subject of the Journal;
  • • must report the identified plagiarism, re-publication of the same
  • • are obliged to immediately refuse to review the work in the presence of a conflict of interest or if any are discovered during the review process;
  • • cannot use in their work data, results or their interpretation from the peer-reviewed article, unless the consent of the authors is obtained;
  • • should not disclose information about articles submitted to the Journal for consideration.

4.3. Authors must adhere to the following principles:

  • • be fully responsible for the accuracy of the submitted materials;
  • • avoid plagiarism, simultaneous submission or re-publication of the same materials;
  • • include in the article references to previous works, databases and other sources of information used, indicate sources of financial support for research;
  • • include in the number of authors all those who have made a sufficient contribution to the published study, and do not include in the number of authors persons who did not participate in the works submitted for publication;
  • • timely, correctly and substantively respond to reviews of reviewers, comments and recommendations that arise at the stage of editing the text and preparing graphic materials;
  • • to inform the Journal about the detection of errors in the submitted or published materials, if possible, making adjustments to the work.

5. RESPONSIBILITY

5.1. The authors of the materials published in the journal bear full responsibility for compliance with the legislation in the field of copyright protection, protection of official and commercial secrets, for the publication of materials protected by agreements, contracts or other legal documents, as well as patents and licenses. By submitting the manuscript to the Journal, the authors confirm that the article has not been previously published in whole or in part and has not been submitted for publication in another journal.
5.2. When submitting an article to the Editorial Board, the authors must submit one copy of the Copyright Transfer Agreement signed by all authors to the publisher for the publication of the article in the original language (Russian or English), while agreeing to publish the English and Russian versions of the abstract of the article and the list of references on the Journal's website , and after 6 months from the date of publication of the full-text version of the article in the original language.
5.3. In case of claims against the Journal by third parties related to the violation of the legislation of the Russian Federation and / or violation of intellectual property rights, the authors bear material and legal responsibility in the part specified in clause 5.1. of this Regulation.
5.4. Responsibility related to the implementation of the Journal through subscription agencies (including electronic) and the distribution of the Journal on a contractual basis, are borne by these agencies and the editors of the journal in the parts determined by the relevant agreements.

    Один из разработчиков новых технический решений для энергоучета. Автор свыше 130 публикаций, 19 патентов и свидетельств о регистрации программ для ЭВМ.

1. ОБЩИЕ ПОЛОЖЕНИЯ

1.1. Научно-технический журнал “Вестник ГГНТУ. Технические науки"” (далее Журнал) – периодическое рецензируемое научное издание, публикующее на русском или английском языках оригинальные статьи, обзоры, сообщения о научных мероприятиях и другую научную информацию по соответствующим направлениям.
1.2. Цели издания.

1.2.2. Публикуемые информационные материалы включают:

  • • хронику научных событий;
  • • рецензии;
  • • краткие сообщения о премиях, юбилеях,
  • • некрологи;
  • • объявления о конкурсах на замещение вакантных должностей в научных институтах;
  • • объявления о конкурсах на гранты научных фондов;
  • • иная информация, связанная с деятельностью вузов и научных учреждений.

1.3. Плата за публикацию рукописей с авторов не взимается.

3. ПРАВОВЫЕ ОТНОШЕНИЯ

Авторы материалов, публикуемых в журнале, несут всю полноту ответственности за соблюдение законодательства в области защиты авторских прав, охраны служебной и коммерческой тайны, за публикацию материалов, защищенных договорами, контрактами или иными юридическими документами, а также патентами и лицензиями. Подавая рукопись в Журнал, авторы подтверждают, что статья не была опубликована ранее и не подана для публикации в другой журнал. При передаче статьи в Редколлегию авторами должен быть представлен подписанный всеми авторами один экземпляр Договора о передаче авторского права издателю на издание статьи на языке оригинала (русском или английском). При этом авторы соглашаются также на публикацию на веб-сайте Журнала английской и русской версии абстракта статьи и списка литературы, а по истечении 6 месяцев с даты публикации – полнотекстовой версии статьи на языке оригинала.

1. General Information

1.1. The scientific-technical journal Herald of GSTOU. Technical sciences (hereinafter referred to as Journal) is a scholarly peer-review periodical that publishes original research articles, reviews, alerts of scientific events, and other relevant information on a wide range of natural and technical sciences.
1.2. The Journal Main Goals

1.2.2. Information materials include:

  • • chronicles of scientific events;
  • • brief communications on the awards and jubilees, the obituaries;
  • • announcements of competitive selections for academic positions;
  • • calls for the research grant proposals announced by the research foundations;
  • • other relevant information on the activities of universities and scientific institutions;

1.2.3. The Journal does not publish

  • • papers falling outside the scope of the Journal;
  • • intellectual content that has been already published in other journals or by other publishers;
  • • papers that do not contain any new information and results;
  • • papers containing factual, metrological, mathematical, or other errors that cannot be fixed;
  • • papers containing the statements and hypotheses that explicitly contradict the established scientific facts;
  • • any information and announcements that are irrelevant to scientific research;
  • • materials containing the data referred to the official or commercial confidential information as determined by the acting legislation of the Russian Federation, departmental regulations, agreements, etc.

1.3. Publication fees are not charged.

1.4. The Journal publication policies are determined by the Herald of GSTOU. Technical sciences. Regulations (hereinafter referred to as Regulations) and by the Guidelines for submitting, processing, reviewing, and publishing original research articles and review in the journal (see the Journal home page on the website gstou.ru).

2. Submission of Manuscripts

2.1. Original manuscripts can be submitted to the Journal:

3. LEGAL RELATIONS

The authors of the materials published in the journal bear full responsibility for compliance with the legislation in the field of copyright protection, protection of official and commercial secrets, for the publication of materials protected by agreements, contracts or other legal documents, as well as patents and licenses. By submitting a manuscript to the Journal, the authors confirm that the article has not been previously published and has not been submitted for publication in another journal. When submitting an article to the Editorial Board, the authors must submit one copy of the Copyright Transfer Agreement signed by all authors to the publisher for the publication of the article in the original language (Russian or English). At the same time, the authors also agree to the publication on the website of the Journal of the English and Russian versions of the abstract of the article and the list of references, and after 6 months from the date of publication - the full-text version of the article in the original language.

ПРАВИЛА НАПРАВЛЕНИЯ,

В НАУЧНО – ТЕХНИЧЕСКОМ ЖУРНАЛЕ
«ВЕСТНИК ГГНТУ. ТЕХНИЧЕСКИЕ НАУКИ»

1. ПОДАЧА МАТЕРИАЛОВ

1.1. Авторские материалы представляются в редколлегию Журнала:
• по почте по адресу: г. Грозный, пр. Исаева, 100. ГГНТУ им. акад. М.Д. Миллионщикова, Редколлегия научного журнала «Вестник ГГНТУ. Технические науки»
• по электронной почте по адресу trudy-ggntu@mail.ru

1.2. Комплект авторских материалов должен включать:
• электронные файлы, содержащие рукопись статьи в формате MS Word (версии 6.0 и выше) и рисунки, оформленные в соответствии с Правилами для авторов, утверждаемыми Редколлегией (Приложение 1, раздел “Оформление рукописи для рецензирования”);
• рукопись статьи, отпечатанную в одном экземпляре на бумаге формата А4;
• сведения обо всех авторах, с указанием фамилии, имени и отчества, места работы, почтового и электронного адреса;
• сопроводительное письмо с указанием автора, с которым Редколлегия будет вести переписку, и, по желанию авторов, предложения по составу рецензентов и разделу Журнала, в котором они предлагают опубликовать свою статью.

1.3. Поступившие рукописи регистрируются Ответственным секретарем и хранятся в течение трех лет после их поступления.

2. РАССМОТРЕНИЕ И РЕЦЕНЗИРОВАНИЕ РУКОПИСЕЙ

2.1. Для каждой поступившей рукописи Главный редактор или его заместитель назначает ответственного за её рассмотрение члена Редколлегии. Все рукописи просматриваются ответственным за ее рассмотрение членом Редколлегии и Техническим секретарем на предмет ее соответствия Правилам Журнала. Если рукопись соответствует тематике и стандартам Журнала она направляется на независимое рецензирование ведущим учёным, являющимся специалистами по тематике представленной статьи, как из России, так и зарубежных стран, и имеющим в течение последних 3 лет публикации по тематике рецензируемой статьи.

2.2. Решение о назначении конкретных рецензентов, а также их числа (не менее трех) может быть принято на заседании Редколлегии или в рабочем порядке ответственным за прохождение статьи членом Редколлегии.

2.3. Рецензирование рукописей, представленных в Журнал и принятых к рассмотрению, по умолчанию является анонимным. При желании рецензент вправе открыть своё имя (лично или через редколлегию) авторам рукописи.

2.4. Независимый рецензент, принимая рукопись и руководствуясь этическими нормами, перечисленными в разделе 4 Положения о Журнале, соглашается:
• дать объективное заключение в течение одного месяца;
• ответить на вопросы опросного листа, утвержденного Редколлегией;
• представить письменный отзыв, содержащий обоснованное заключение о принятии статьи к публикации в настоящем виде или после соответствующих исправлений или же об отклонении статьи с перечислением замечаний к работе, если таковые имеются. Допускается внесение замечаний технического характера непосредственно в текст рукописи;
• если, по мнению рецензента, необходимы исправления по существу работы, указать, требуется ли повторное рецензирование и согласен ли он ознакомиться со статьей после ее исправления.

2.5. Ответственный за рассмотрение рукописи член Редколлегии рассматривает полученные рецензии и принимает решение о публикации, отправке на переработку или отклонении рукописи.

2.6. Рецензии, содержащие вопросы и замечания, направляются авторам, которые вправе:
• отозвать рукопись;
• переработать рукопись в соответствии с вопросами и замечаниями всех рецензентов и дать развернутое перечисление предложений рецензентов, которые были полностью или частично учтены при работе над рукописью;
• дать развёрнутый и аргументированный ответ на те замечания рецензентов, с которыми авторы полностью или частично не согласны. Рукопись, исправленная в соответствии с рекомендациями рецензентов, в которой показаны внесенные изменения, передаётся в Редколлегию вместе с текстом ответа на замечания рецензентов в течение трех месяцев после получения авторами заключения Редколлегии. Исправленный вариант статьи, поступивший после этого срока, рассматривается как новый авторский материал.

2.7. Ответ авторов и рецензии рассматриваются ответственным за рассмотрение статьи членом Редколлегии, Главным редактором или его Заместителем, которые могут либо рекомендовать рукопись к публикации, либо передать исправленный текст рукописи и ответ авторов рецензентам для составления дополнительного заключения, или же передать рукопись на рассмотрение на заседании Редколлегии. В случае повторного рецензирования замечания и вопросы рецензентов (если таковые имеются) вновь передаются авторам статьи.

2.8. Решение Редколлегии об отклонении статьи является окончательным. Авторам отклонённых статей направляются отзывы рецензентов и решение Редколлегии. Редколлегия не рассматривает последующие обращения авторов и не даёт на них ответа. Ранее отклонённая статья, повторно представленная в Журнал без существенной переработки по существу содержания, отклоняется без рассмотрения.

3. РАССМОТРЕНИЕ СТАТЕЙ ПОСЛЕ РЕЦЕНЗИРОВАНИЯ

3.1. Все рукописи, прошедшие рецензирование, вместе с отзывами рецензентов, ответами авторов и дополнительными рецензиями, и заключениями рецензентов (если таковые имеются) рассматриваются на заседании Редколлегии. По результатам рассмотрения Редколлегия принимает решение:
• утвердить статью в печать (при наличии положительных отзывов и/или дополнительных заключений);
• отклонить статью (при наличии отрицательных отзывов и/или дополнительных заключений);
• направить статью на дополнительное рецензирование другому специалисту(ам) (в случае сомнений в объективности или компетентности рецензента(ов), а также если отзывы не содержат разбора статьи по существу);
• передать отзывы или дополнительные заключения рецензента(ов) авторам для внесения изменений и подготовки ответа, если это не было сделано ранее;
• предложить авторам опубликовать статью в разделе “Дискуссия” на условиях, определяемых настоящим Положением.

3.2. Рецензии и ответы авторов хранятся в архиве Журнала в течение пяти лет и могут быть переданы по запросу авторам рукописи, а также в Министерство образования и науки Российской Федерации.

4. ПУБЛИКАЦИЯ СТАТЕЙ В РАЗДЕЛЕ “ДИСКУССИЯ”

4.1. Статьи, содержащие предположения и гипотезы, которые не могут быть доказаны либо опровергнуты на нынешнем уровне развития науки, либо конструктивную критику в адрес научных работ, опубликованных в научных журналах, книгах или других источниках, могут быть опубликованы в разделе “Дискуссия” по инициативе авторов, либо по решению Редколлегии при согласии авторов.

4.2. Если авторы не принимают предложения Редколлегии о публикации в разделе “Дискуссия”, статья может быть отклонена решением Редколлегии.

4.3. В разделе “Дискуссия” не могут быть опубликованы статьи, обладающие признаками, указанными в п. 2.3 Положения о Журнале.

4.4. В случае если статья, публикуемая в разделе “Дискуссия”, содержит критику в адрес других научных публикаций, рукопись статьи при наличии технической возможности направляется авторам этих публикаций или представителям той же научной школы с предложением вступить в дискуссию на страницах Журнала. Право на ответное выступление в разделе “Дискуссия” имеет также любой исследователь.

Все работы, публикуемые в разделе “Дискуссия”, включая ответные выступления, проходят рецензирования по правилам, описанным в настоящем разделе.

Редколлегия должна принимать все возможные меры к ускорению публикации ответных выступлений, при возможности публиковать их в том же номере Журнала.

5. ПЕРЕДАЧА РУКОПИСЕЙ В ПЕЧАТЬ

5.1. Статьи, утверждённые в печать, передаются в редакционно-издательскую группу для подготовки их к публикации.

5.2. После утверждения статей в печать возможна только их литературно-стилистическая и техническая правка, вносимая техническим редактором по согласованию с авторами статьи.

5.3. Текст статьи, таблицы, рисунки, список литературы, информация об авторах, аннотация, представляемые в редакционно-издательскую группу, должны быть оформлены в строгом соответствии с Правилами для авторов. Невыполнение этих правил может привести к задержке публикации статьи или к ее отклонению по причине невыполнения технических требований.

6. ОТВЕТСТВЕННОСТЬ АВТОРОВ

6.1. Авторы материалов, публикуемых в журнале, несут всю полноту ответственности за соблюдение законодательства в области защиты авторских прав, охраны служебной и коммерческой тайны, за публикацию материалов, защищенных договорами, контрактами или иными юридическими документами, а также патентами и лицензиями.

6.2. Передавая рукопись в Журнал авторы подтверждают, что статья целиком или частично не была опубликована ранее и не подана для публикации в другой журнал. При передаче статьи в Редколлегию авторы должны представить подписанный всеми авторами один экземпляр Договора о передаче авторского права издателю на издание статьи на языке оригинала (русском или английском). Guidelines for submitting, processing,
reviewing and publishing original research
articles in the scientific - technical journal
“HERALD OF GSTOU. TECHNICAL SCIENCES”


1. Manuscript Submission

1.1 The manuscript can be submitted to the editorial board:
• by post to the Editorial Board of the journal “Herald of GSTOU. Technical sciences”, GSTOU named after academician M.D. Millionshchikov, Grozny, 364024 Russia, Isaev avenue, 100
• by e-mail to trudy-ggntu@mail.ru;

1.2. Submission materials should include
• electronic files with the text of the manuscript (MS Word version 6.0 and higher) and figures formatted in accordance with the Author Guidelines;
• one hard copy of the manuscript printed on A4 page size;
• the complete information for all authors including the first, middle, and last names, affiliations, postal and e-mail addresses;
• a cover letter indicating the corresponding.

1.3. Submitted manuscripts are registered by the Executive Secretary and are kept for three years after submission date.

2. Processing and Peer Reviewing Manuscripts

2.1. For all manuscripts the Editor-in-Chief or his/her Deputy assigns an Executive Member of the Editorial Board responsible for processing of the manuscript. All submitted manuscripts are pre-screened by assigned Executive Member and the Editorial Secretary for acceptance for processing. If submitted manuscript fits the scope and standards of the Journal (see Section 2 of the Journal Regulations), it is sent for peer review to leading Russian and/or international experts in the subject field of manuscript. Reviewer should have publication on the topic of the reviewing paper during last 3 years.

2.2. The decision on the number (at least three) and the names of the reviewers is made at the meeting of the Editorial Board or by the Executive Member of the Editorial Board responsible for processing of the manuscript.

2.3. Peer review of manuscripts submitted to the Journal and accepted for editorial processing is blind by default. By his/her will, a reviewer may disclose, either personally or through the Editorial Board, his/her name to the author(s) of the manuscript.

2.4. By accepting invitation to review and adhering to ethical principles listed in Section 4 of the Journal Regulations, the reviewer agrees:
• to provide an objective evaluation of submitted manuscript within a month after receiving the manuscript;
• to reply to the Questionnaire approved by the Journal Editorial Board;
• to provide a written review including the substantiate recommendation on acceptance (as it is or after revision) or rejection of the manuscript and, if any, comments (technical corrections can be introduced directly into the printed or electronic version of the manuscript);
• to indicate whether a review of revised manuscript is required if, in the opinion of the reviewer, the manuscript should be significantly revised, and whether the reviewer agrees to review revised manuscript,

2.5. The Executive Member of the Editorial Board responsible for processing of the manuscript considers obtained reviews and decides on manuscript publication, revision or rejection.

2.6. Reviews that contain questions, and/or critical comments together with decision of the Executive Member are sent to the authors who may
• withdraw the manuscript.
• revise the manuscript by addressing questions and critical comments of all reviewers and by providing a detailed explanation which of the reviewers’ suggestions were (fully or partly) incorporated during manuscript revision.
• if the authors reject (fully or partly) the reviewers comments, they should provide a thorough and substantiated reasoning of the rejection in their reply.
The authors should revise the manuscript according to recommendations of the reviewer(s) and resubmit it with highlighted changes within three months after the decision on the manuscript is received by the corresponding author. Revised manuscript submitted after this deadline is processed by the Editorial Board as a new submission.

2.7. After receiving the revised manuscript, the Executive member of the Editorial Board responsible for processing of the manuscript, the Editor-in-Chief, or the Deputy Editor-in-Chief, based on the reviews and the authors reply, either recommend the manuscript for publication (accept), or pass the revised manuscript for additional reviewing if necessary, or forward the manuscript for further consideration at the session of the Editorial Board. In case of additional review, new comments of the reviewers can be sent to the authors for further work on the manuscript.

2.8. The rejection of a manuscript is ultimate. The reviewers’ comments together with the decision of the Editorial Board are sent to the authors of the rejected manuscript. The subsequent requests from the authors on rejected paper are not considered and are not replied by the Editorial Board. If rejected manuscript is resubmitted as a new submission, but without a substantial revision, it is not considered by the Editorial Board and is not accepted by the Journal.

3. Processing Peer-Reviewed Manuscripts

3.1. All manuscripts that passed the peer review process are discussed at the meeting of the Editorial Board together with comments of the reviewers, authors’ replies, and, if any, additional reviews of revised manuscripts. Discussion of every peer-reviewed manuscript is summarized by the Editorial Board which makes the corresponding decision, namely
• accept the manuscript for publication (in case of positive reviews and/or additional conclusions);
• reject the manuscript (in case of negative reviews and/or additional conclusions);
• pass the manuscript for additional peer review to the other expert(s) if objectiveness or competence of reviewer(s) raises doubt or if review does not provide a substantive judgment on quality of the submission;
• pass the reviews (or additional review(s)) to the corresponding author for manuscript revision and response to the reviewers’ comments if not done previously;
• pass the author(s) reply to the reviewer(s) for additional review of the revised manuscript if not done previously;
• invite the authors to consider publication of their manuscript in the Discussion section of the Journal in accordance with the guidelines specified by the present Regulations;

3.2. The reviews and authors’ replies on the reviewer’s comments (if any) are kept in the Journal Archive for five years and are provided on request to the authors and expert councils of the Higher Attestation Commission of the Russian Federation.

4. Publication in the Discussion Section of the Journal

4.1. Manuscripts based on guesswork or hypotheses that can neither be proven nor rejected at the present-day level of scientific knowledge as well as the debate manuscript with focus on positive criticism of scientific contributions published in any journals, books and other sources are considered for publication in the Discussion section of the Journal at the initiative of the authors or Editorial Board with consent of the authors.

4.2. If the Editorial Board has recommended moving their manuscript from the regular to the Discussion section of the Journal and the authors disagree, the article can be rejected.

4.3. The Discussion section does not publish manuscripts which fall under the provisions specified in section 2.3 of Journal Regulations.

4.4. If manuscript intended for publication in the Discussion section contains criticism of other scientific publications, it can be sent to the authors of the criticized publications or to members of the scientific community addressed by the criticism with the invitation to enter in the discussion hosted by the Journal. The materials published in the Discussion section can also be debated by any other concerned scientists.

All materials published in the Discussion section, including responses to the discussion article, are subject to mandatory peer review according to standard reviewing procedure in the Journal.

The Editorial Board should promote prompt publication of replies to materials published in the Discussion section and, wherever possible, include the replies in the same issue with the debate article.

5. Processing Manuscripts Accepted For Publication

5.1. Manuscripts accepted for publication are transferred to the Printing and Publications unit for preparing them for production.

5.2. After acceptance for publication, only stylistic and technical editing of manuscripts is allowed. The corrections are introduced by the technical editor only after their approval by the author(s).

5.3. The body text and other elements of the manuscript (tables, figures, list of references, author information) should be provided to the Editorial Board in strict correspondence with the Guidelines for Authors. If the formatting requirements are ignored, manuscript publication can be delayed or manuscript can be rejected due to technical inconsistency.

6. Author’s Responsibility

6.1. Authors of original research articles and discussions published in the Journal take full responsibility for the compliance with the legislation on copyright issues, official secrecy and commercial confidence, publication of materials covered by the copyright transfer agreements, contracts, or other juridical documents, patents, and licenses.

6.2. When submitting their manuscripts to the Editorial board, authors confirm that the manuscript was not published (in full or in part) elsewhere and that it is now submitted for publication to another journal. Authors should provide one copy of the Copyright Agreement signed by all manuscript authors, by which the copyright on the publication (in Russian or English depending on language of submission) is transferred to the publisher. By transferring the manuscript to the Journal, the authors agree with the publication on the Journal website (both Russian and English versions) of the abstract of their article, list of references, and the author information and with subsequent (six months after printed copy issue) publication of the full text of the paper in the language of submission.

The present “Order of a reviewing of scientific papers incoming to the editorship of the journal “Herald of GSTOU. Engineering sciences” for publication” (hereafter the “Order”) defines the procedure of a document processing of scientific papers incoming for publication and their further support in a reviewing process for possible publication.
